It has been commonly known existing chemicals in Korea has a KE number. However, it is still confusing, because some chemicals do not have a KE number, but they are considered as existing chemical in Korea. 

For pre-registration of existing chemical exceeding 1 ton per year, confirmation of existing chemical would be very important. With advice of the National Institute of Environmental (NIER), following explanation would help foreign companies to confirm existing chemical.           
 

When a chemical substance is searchable in NCIS website (Korea Chemical Inventory http://ncis.nier.go.kr/en/main.do), but does not have a KE number (see Figure 1), it is an existing chemical substance, if there is a NIER’s number under any column of 1) Phase-in substance subject to registration 2) Toxic substance, 2) Restricted substance, and 3) Prohibited substance shown in below box.

However, if a NIER’s number is shown in only 4) Substance requiring preparation for accidents (see Figure 2), it needs to be confirmed whether it is really existing or not. Because some are existing chemicals, but some are not. To confirm this, refer to [Annex 1 and 2] which is a list of existing chemicals published by the NIER.

If a substance requiring preparation for accidents is found in list of Annex 1 and 2, it is an existing chemical. If not, it is not existing chemical in Korea. This list can be updated later, but as of April 16, 2019, it is effective.          

 If a substance does not have a KE number and a NIER’ number under the columns mentioned above is shown with a Korean character (
신규화학물질) as below example (see Figure 3), it is a new chemical in Korea. It should be highlighted that NCIS website labels new chemical substances with a bracket (신규화학물질). Below is an example of a new chemical from the Korea Chemical Inventory.
