Definition of biocides

Biocidal substances
Chemicals, natural substances, and microorganisms that have the effect of eliminating, controlling, neutralizing, or inhibiting harmful organisms.

Biocidal products
Products whose main function is to eliminate harmful organisms (products that contain a mixture of biocidal substances and non-biocidal chemicals, products that produce biocidal substances from a mixture of chemicals, etc.)

Disinfectants, insect repellents, pesticides, preservatives, humidifier sterilizers, ozone/ion generators, etc.
Ex) Sanitizers containing octylisothiazolone (OIT)

Biocidal treated products
Products that use biocidal products for incidental purposes, such as the elimination of harmful organisms, in addition to the primary purpose of the product.

Antimicrobial air conditioner filters, deodorizing socks, preservative-treated furniture, products containing preservatives, etc.
Ex) Antimicrobial filters treated with octylisothiazolone (OIT)

Basic concepts of product management

Biocidal substances, biocidal products, and biocidal treated products are collectively referred to as “biocides,” and the basic concepts of their management are as follows.
Anyone who intends to manufacture or import biocidal substances and biocidal products must obtain approval from the Minister of Environment for such substances and products. The purpose is to allow market distribution only if safety, effectiveness, and efficacy are proven through prior verification of hazard/risk.
