- Biocidal substances
- Chemicals, natural substances, and microorganisms that have the effect of eliminating, controlling, neutralizing, or inhibiting harmful organisms.

Basic concepts of product management
Biocidal substances, biocidal products, and biocidal treated products are collectively referred to as “biocides,” and the basic concepts of their management are as follows.
Anyone who intends to manufacture or import biocidal substances and biocidal products must obtain approval from the Minister of Environment for such substances and products. The purpose is to allow market distribution only if safety, effectiveness, and efficacy are proven through prior verification of hazard/risk.
