Amendments to Substances Subject to Intensive Control in Korea |
On July 21, 2025, the Ministry of Environment (MoE) issued Notice No. 2025-125, partially amending the “Designation of Substances Subject to Intensive Control (also referred to as Priority Controlled Substances or PCS).” The amendment will take effect on August 7, 2025.
This revision aims to align the designation criteria with international standards and the latest hazard data, thereby strengthening the management framework for substances of concern.

[Harmonization of Substance Names] Substance names listed in the Annex have been standardized with the existing Korean Existing Chemicals List (KECL) to ensure consistency.
[Updates to Substance Category] The “Remarks” column for several substances has been revised to reflect current international criteria. Respiratory Sensitization has been newly added as an independent designation criterion.
[Amendment of Annex Termninology] The previous classification “(6) EU SVHC” has been amended to: “(6) Respiratory Sensitization: Substances causing hypersensitivity of the respiratory tract (pursuant to Article 1-2, Item 4 of the Enforcement Decree of K-REACH)” “(7) EU SVHC”
This establishes respiratory sensitization as an independent criterion for designation.
