Priority Control Substances Contained Products

Notification of priority control substance contained in the product

K-REACH manages chemical products which may expose hazardous chemicals to human and environment.
According to Article 2 of K-REACH, the definition of a product is as follows.

"Product" means the following items which are likely to cause exposure of chemical substances to consumers as goods or parts or accessories used by consumers under Article 2 (1) of the Framework Act on Consumers


   a. A product of a mixture
   b. A product functioning in a solid form and not releasing any chemical substance therein when used.


According to Article 32 in K-REACH, anyone who manufactures or imports shall notify the priority control substances contained in the product. However, if the product is used for production activities such as raw materials, intermediate materials, capital goods, etc. purpose, it is excluded from K-REACH.


“Notification of priority control substances contained in the product” shall be made if both of the following conditions are met.

1. If the content of priority control substance per product exceeds 0.1 wt%
2. When the total amount of priority control substances contained in the whole products exceeds 1 ton per year


Priority control substances are hazardous chemicals including carcinogenic, mutagenic, reproductive, high accumulative, high persistence and specific target organ toxicity. Any enterprise who manufactures or imports the products defined by the K-REACH as above shall monitor whether priority control substance is contained or not, the contents, the quantity of the products manufactured or imported. They shall notify it to the Ministry of Environment (MoE) before manufacture or import if the above conditions are met.
