This is the first Newsletter of 2018. We would like to share with you topics, such as the passing of K-REACH amendment and the legislation of Safety Management Act for Household Chemical Products and Biocidal Products at a subcommittee of the Environment and Labor Committee.

On Dec. 27th, 2017, Chemtopia was awarded by the MoE in compliment for its contribution of the first joint registration of HBr in accordance with K-REACH and the other numerous joint submission for registration. II. Passing of K-REACH amendment and legislating of Safety Management Act for Household Chemical Products and Biocidal Products at committee

K-REACH amendment and the enactment of Safety Management Act for Household Chemical Products and Biocidal Products have been passed by a sub-committee of the Environment and Labor Committee on January 18th of 2018. The next steps will be as follows :

- Presentation to the general meeting of the Environment and Labor Committee (The possibility of passing at the general meeting is generally very high, if an Act has been passed by a sub-committee).

- Discussion and approval by the legislation Judiciary Committee (The Committee is held irregularly and shall discuss the bill within 5 days).

- Finalization by passing at the National Assembly Plenary Session

- Implementation

It will take times until the final confirmation but there is a high possibility that the bill is passed within 1st half of this year. If passed, it will directly affect the sale in market because of the obligation to register of all existing chemicals exceeding 1 ton/year and the approval of biocidal substances and its products. Therefore, we need to grasp the trend in advance.

III. Leniency program for Chemical Control Act

The MoE set a voluntary reporting period by Publication No. 2017-778 for violation of the previous Toxic Chemical Control Act and current Chemical Control Act.

- Voluntary report period: November 22, 2017 ~ May 21, 2018 (6 months)

- Subjects to report : In accordance with the previous Toxic Chemical Control Act and the current Chemical Control Act, subjects to report are "Chemical Confirmation", "Declaration(Change) of Import of Toxic Substances", "Declaration of Manufacture and Import of Observation Substances", "Approval(Change) of Prohibited Substance", and "Permit(Change) of Sales of Toxic Chemical Substance"

As a benefit of voluntary reporting, penalty, administrative measures and fine for negligence shall be exempted. After this reporting period, if such violations are found by data analysis, joint inspection by relevant authorities, etc., penalty and administrative measures shall be imposed strictly.

It is recommended to report within above period all the violations, such as omission of Chemical Confirmation. Chemtopia provides you technical consulting services, such as Chemical Confirmation, Off-site Impact Assessment, Safety Inspection, etc.
